Summary
After three and a half years without an approved state budget — a paralysis that had repeatedly forced early elections — the Bennett–Lapid "change government" passed the 2021 and 2022 budgets on 4–5 November 2021 (the 2021 budget by 61–59). Finance Minister Avigdor Lieberman, leader of the secular-nationalist Yisrael Beiteinu, shepherded the package; it was the first budget since 2018 and the first passed by a coalition that deliberately excluded the ultra-Orthodox parties.
Impact
Passing the budget averted the automatic dissolution of the Knesset and stabilized the fragile eight-party coalition. Lieberman used the finance ministry to advance Yisrael Beiteinu's secular agenda — e.g. conditioning some welfare and daycare subsidies on workforce participation, a direct challenge to the Haredi-sector funding model. A concrete economic-governance achievement on the religion-state and economic axes.
