Summary
Created the legal framework for cultivating, producing, processing and exporting cannabis for medical, cosmetic and industrial use under a new National Agency for the Regulation of Cannabis-Related Activities. The government council chaired by PM Saad Eddine El Othmani (PJD) adopted the bill on 11 March 2021; the House of Representatives passed it on 26 May 2021 (119 for, 48 against) and the House of Councillors approved it (41 for, 11 against).
Impact
A sharp declared-vs-behavioral divergence: the Islamist PJD, whose platform invokes Islamic values, led the government that legalized cannabis. Former PJD secretary-general Abdelilah Benkirane accused El Othmani of "betraying Islamic and traditional values" and froze his party membership; most PJD parliamentarians voted against the bill their own government had tabled.
