Since the successful mediation that halted the fighting in November and secured the release of 109 hostages in exchange for Palestinian prisoners, we have been working continuously to reach an agreement that halt the bloodshed of innocents, end the war, and restores hope for a secure future in our region, where we can once again aspire to a better tomorrow,

But this is just the beginning. The responsibility now rests with the parties, supported by the mediators and the international community, to navigate toward the shores of peace. This will be the focus of our efforts in the next phase.

[Source is the official English statement of Qatar's Ministry of Foreign Affairs (the actor's own government channel); it reports the PM's ceasefire-announcement press conference of 15 January 2025 with verbatim quotes. He likely delivered remarks in Arabic; this is Qatar MOFA's official English account.] Declared positions of Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani — Prime Minister and Minister of Foreign Affairs of Qatar, the lead Arab mediator of the Gaza war. Announcing the first Gaza ceasefire-and-prisoner-exchange deal between Hamas and Israel (effective 19 January 2025), brokered jointly by Qatar, Egypt and the United States after "411 days" of talks, he frames Qatar's role through active, even-handed MEDIATION — engaging "the two parties to the conflict" (Hamas and Israel) alongside its partners — and pledges continued involvement ("the responsibility now rests with the parties... to navigate toward the shores of peace"; elsewhere in the statement, "Qatar will never abandon the people of Gaza"). This mediation-and-engagement posture — talking to all sides, including Hamas and Iran, while partnering with the United States — is the distinctive Qatari foreign-policy pole, contrasting with the UAE's anti-Islamist / pro-normalization line (Anwar Gargash) documented elsewhere. This is the dataset's first Qatar document. [Axes: regional-stance (active mediation / engagement with all parties), palestinian-question (Qatar as Gaza's chief mediator and patron), west-alignment (partners with the US while engaging Hamas / Iran — independent / balanced).]
